Debbie joined HM Inspectorate of Constabulary in Scotland (HMICS) as a Support Inspector in July 2023, following five years with the Scottish Government's statistics profession. She brings a strong background in both quantitative and qualitative research and has previously enjoyed a diverse career as a Crime and Intelligence Analyst within the police service.
Debbie holds a PhD in Criminology from the Scottish Centre for Crime and Justice Research at the University of Glasgow, as well as a Master of Studies (MSt) in Applied Criminology and Police Management from the University of Cambridge. During her tenure at the SCCJR, she contributed to multiple research initiatives, with a particular focus on gender-based violence.
In her role at HMICS, Debbie supports inspection activities in alignment with the HMICS Inspection Framework. This includes advising and guiding Lead Inspectors in the development of research tools, specifying analyses, and contributing to the drafting of reports. Additionally, she holds key corporate responsibilities, such as overseeing project management to ensure inspections are delivered within agreed resource allocations, budgets, and timelines. Debbie also manages one of the Inspection Support and Design Managers.
