Ray was appointed as Lead Inspector in June 2020, having joined HMICS from the Care Inspectorate where he was a Strategic Inspector. Ray has worked in the inspection and scrutiny environment since 2013. As a Strategic Inspector, Ray managed the planning and delivery of inspection programmes and improvement activity in respect of criminal justice services.  He also supported the development of integrated social work services and had a role in ensuring that local authority public protection committees were operating effectively.

Ray has led on the inspection of criminal justice social work services; services for children and young people, and national thematic reviews. He has worked extensively with other scrutiny bodies, and has participated in the inspection of prisons, with a particular focus on the quality of throughcare for people leaving custody. He has also led on the evaluation of community justice partnerships across Scotland. Ray previously worked for local government in social work management roles. This included having oversight of criminal justice social work services in prison and community settings. He managed intervention programmes for registered sex offenders and domestic abuse perpetrators, working closely with public protection partners. Ray has a post-graduate qualification in social work management and in practice teaching. He is also an accredited EFQM assessor.

At HMICS, Ray oversees the inspection of police custody centres, and undertakes thematic inspections on a range of subject areas in line with the HMICS scrutiny plan.
