Improving Policing Across Scotland
In 2014, HMICS published its first inspection framework. This version is our third iteration of that framework, reflecting our regular review process to continually improve our approach. While each inspection or assurance activity varies in subject matter and scope, our framework is intended to provide a structure within which we ensure a consistent and professional approach to our work, assisting inspected bodies, stakeholders and the public to know what to expect from HMICS.
We have applied our framework to a wide range of policing activity. In light of this experience and feedback from our stakeholders and staff, we have reviewed and revised our framework to ensure that it continues to meet our needs. While the framework themes have reduced, the areas of focus remain fundamentally the same. We have updated the quality indicators that underpin the new themes to reflect a stronger focus on human rights, equality, diversity and inclusion and have ensured that users of policing services, and the officers and staff that provide them, have a stronger voice. Our revised HMICS inspection framework will continue to form the basis of any inspection. However, there remains scope for flexibility, if a framework theme does not align to the inspection or review objectives. The framework itself can be used in its entirety or adapted so that the themes and quality indicators reflect the purpose of any inspection.
The framework is based on the European Foundation for Quality Management (EFQM) Model and Best Value Characteristics. These self-evaluation models are used in many public sector settings. They are at the core of this HMICS inspection framework, however, they have been simplified and altered to provide a high-level inspection framework model to assist in the inspection of elements of policing, or the Scottish Police Authority (SPA). The framework will also assist in identifying areas of good or poor performance and in establishing priorities for improvement.
The framework has been independently reviewed and endorsed by EFQM and should be considered in conjunction with our Corporate Plan 2025-28 and latest Scrutiny Plan.
Our inspection framework will continue to be reviewed and updated in light of our experience of inspection and what works, as well as changes in the wider context of inspection and self-evaluation.
