HMICS Contact Assessment Model Assurance Review Phase 1 - Terms of Reference

HM Inspectorate of Constabulary in Scotland (HMICS) has committed to a statutory inspection of Police Scotland’s Contact Assessment Model (CAM) as part of its Scrutiny Plan for 2021-22. The aim of this assurance review will be to assess the state, efficiency and effectiveness of the CAM. HMICS has been engaged with both Police Scotland and the Scottish Police Authority (SPA) since 2018 as CAM has been rolled out. A Review of the early implementation of the CAM was published by HMICS in October 2019.[1]  At the time of this early review CAM was only in place in Dumfries and Galloway and Lanarkshire divisions. The CAM is now in place across Scotland. The intended outcomes from this review and its publication are to provide the Scottish public with assurance that the model is delivering the strategic benefits identified by Police Scotland and that the SPA are providing appropriate oversight.
