Jill Harper

Lead Inspector

Jill was appointed to Lead Inspector in September 2022.  Jill joined Fife Constabulary in 1991, following 8 years as a response officer she specialised in the area Domestic Abuse.  During this time she worked closely with partners across public and  the 3rd sector to improve the response to domestic incidents including the development and delivery of training.  On promotion to sergeant Jill worked within Community Safety, Response Policing and Custody and was part of the Ops Planning team for G8.  On promotion to Inspector she moved to the Force Control Room where she undertook firearms command. She was a trained negotiator and was a director on the National Negotiators Training Course.

In 2011 Jill was promoted to Local Area Commander for North East Fife, where she delivered an ambitious estates project, which saw Cupar Police Station co-locate within local council office. Following the formation of Police Scotland Jill moved into the Change arena, where she was business change lead for the remodelling and rationalisation of control room and service centre functions.  Moving into Core Operational Solutions, Jill led business change and deployment of the National Missing Person System.

On promotion to Superintendent in 2019 she was appointed lead for Emergency Services Mobile Communication Programme, working with emergency service partners, Scottish Government and Home Office prior to retiring in 2021.

Throughout her service Jill was an active member of the Women’s Development Forum supporting a number colleagues in a coaching and mentoring role.
